In India, very few universities offer true Online Distance Education, because it requires substantial resources most universities don't have. So it's better to select a university that offers distance education in online mode.
MBA stands for Master of Business Administration. PGDBA stands for Post Graduate Diploma in Business Administration.
MBA is offered by universities recognised by UGC and AICTE. PGDBA is offered by autonomous institutions recognised by AICTE — institutes only need AICTE approval for management courses. As per UGC norms, only recognised universities can offer master's degrees; autonomous institutes can only offer postgraduate diplomas.
So which is more valuable for you? If you're targeting MNCs, big corporates or private companies, you should choose MBA over PGDBA. MBA is better in terms of industry recognition and job prospects. PGDBA is only worth pursuing if it's from a top-tier institute like IIM, JBIMS or IIFT in regular mode.
You can also pursue a PhD if you have an MBA degree — through distance or traditional education — but you cannot pursue a PhD with a PGDBA from an autonomous institute through distance mode.

UGC stands for University Grants Commission. In India, UGC was first formed in 1945 and became a statutory body in 1956 upon the passing of the "University Grants Commission Act, 1956" by the Indian Parliament.
As per the norms of the Indian education system, it's mandatory for all universities and higher education institutions to take approval from UGC before offering any degree courses, and even before claiming itself as a university. No university can offer any degree until and unless it's approved by UGC.
If a university starts offering degrees without prior UGC approval, it's labelled a "Fake University" and the degrees it offers are invalid — not applicable for jobs in government or private sectors. UGC has declared a number of fake universities offering fake degrees in recent times.

AICTE stands for the All India Council for Technical Education.
AICTE is the council that approves all technical and engineering degree courses — like MBA, MCA, BCA, B.Tech and M.Tech. Without prior approval from AICTE, no university or autonomous institution can offer engineering or management-related courses, whether through traditional classroom education or distance education.
As per new UGC norms, all universities offering engineering or technical education must have AICTE approval. If an autonomous institute or university doesn't have AICTE approval but is still offering such degrees, those degrees remain invalid — the holder cannot apply for government or private jobs, cannot pursue higher education like a PhD, and may face issues with visas and jobs abroad.
Note: Engineering degrees (B.Tech or M.Tech) cannot be offered in distance mode as per UGC and AICTE norms.
